It is an always-on floodlight controlled by whatever switch you wire it to. Several competing listings shown alongside it do include sensors, so it is an easy assumption to make.
Can I just plug it in?
No. Litglobe's own photograph shows the cable ending in three bare conductors with no plug fitted, so it needs wiring into a switched outdoor supply. If you are not confident doing that, budget for an electrician.
